Definition Summary

Shelter in Place (SIP) refers to an emergency alert system protocol

To seek safety within a building you currently occupy rather than evacuate to another area. Often, when there is an imminent threat or hazard, the public is told to “shelter in place.” Sheltering in place is a protocol to keep you as safe as possible while indoors during an emergency. This does not mean stay exactly where you currently are. That could put you in danger.

There are various SIP routines. Officials are likely to give SIP warnings if an explosion or chemical spill releases toxic dust, fumes, radiation, or chemicals outside. While there are different ways to be safe the main thing is as follows, as detailed from various sources:

“Get Inside, Stay Inside”

If local officials tell you to “stay put,” act quickly. Listen carefully to local radio or television stations for instructions, because the exact directions will depend on the emergency situation. In general you should:

  • Get inside. Bring your loved ones, your emergency supplies, and when possible, your pets. Find a safe spot. The exact spot will depend on the type of emergency, but you will want to stay in that location until officials say that it is safe to leave.
  • Keep in contact with loved ones.
  • Listen to the radio, TV, or phone updates for instructions based on the emergency.

The military uses these drills as well. They are known as SIP Lockdowns or “buttoning up”. Depending on the type of emergency you are barricading yourself from, the formation of the barricade and protocols will vary to match the threat.

A lockdown meant to keep a threat out, such as an active shooter, would require finding a safe place without windows and low visibility. If the emergency involves a wide imminent threat, lockdown protocols are also used to protect people inside a facility or to protect computing systems from a dangerous external event.

Another form of SIP lockdown can be found in the response protocol to severe weather or a chemical, biological, or radiological contamination having potentially been released into the environment. In this type of emergency, the individual or organization should select an interior room or rooms with few or no windows. Once a room has been chosen, people should seal windows, doors and ventilation systems using tape, plastic and weather stripping in an attempt to avoid a chemical disturbance or weather-related disturbance. People can increase protection by using whatever means are available to reduce the ventilation rate. Things like turning off the air conditioning systems, closing all windows and doors, and avoiding using elevators can help decrease the risk of contamination.
